The San Diego Community College District (SDCCD) and San Diego Mesa College are committed to implementing the requirements of Section 504 and 508 Standards (applicable to the California Community Colleges) which require that electronic and information technology purchased or used must be accessible for use with persons with disabilities.  San Diego Community College District has approved Policy 3108 and Administrative Procedure 3108.1 to support electronic access.

The district and the college rely on all administrators, faculty and staff to provide equal access to all programs and activities for individuals with disabilities. If you or your department have videos that are not captioned, the following options are available to you.

For Online or Hybrid Courses

    • The Distance Education Captioning and Transcription Grant (DECT)

The DECT grant is a state chancellor’s office funded grant that pays for the captioning of your online or hybrid content. If you would like to take advantage of the DECT Grant funds for captioning your videos (and you are an SDCCD faculty member), please submit the Request for Captioning Form to [email protected].

    • 3C Media Solutions

3C Media Solutions is another chancellor’s office funded grant that works similarly to the DECT grant and is another FREE captioning solution for online/hybrid California Community College instructors. Content is uploaded to 3C Media and your content is captioned (usually) within a few days.

    • YouTube Auto Caption

YouTube auto caption is a FREE tool and is an automatic process. When uploading a video to YouTube, it will automatically add captions to your multimedia. Access and edit these captions by accessing the creator’s studio, selecting the Captions and CC button, and selecting the AUTOMATIC caption file. This tool is best used for shorter videos. For specific instructions or training contact The LOFT.

For A Video in Your Collection that is not Captioned

You cannot show this video until it is captioned. You will need to work with your department Dean/Supervisor to secure funding and contact an outside agency to have the videos captioned. You may need to look at alternative funding sources. If the publisher doesn’t have a current version of the video with captioning or is no longer in business the video can be captioned by a captioning services.
